How it works
USB-C is the plug. USB4 is the protocol that can run through it. A USB4 host puts a USB4 router behind at least one USB-C port, then tunnels three kinds of traffic over that one cable: USB (so a keyboard still works), DisplayPort (so a monitor can light), and PCI Express (so a fast NVMe enclosure can look like an internal drive). The USB Implementers Forum published USB4 1.0 in 2019, based on the Thunderbolt 3 protocol Intel contributed. USB4 2.0 later added an 80 Gbps mode.
The speed on the box is a ceiling, not a promise. USB4 1.0 requires 20 Gbps and makes 40 Gbps optional. USB4 2.0 can advertise 80 Gbps. A Windows laptop that only says "USB4" with no Thunderbolt mark is often the 20 Gbps, one-display flavor. Thunderbolt 4 is USB4 with the optional bits nailed down: 40 Gbps, 32 Gbps of PCIe, two 4K displays or one 8K, Intel VT-d DMA protection, and wake-from-sleep through a dock.
Power is a separate handshake. Watts to the laptop still come from USB-PD on the same cable. USB4 does not invent a new charging spec. High-speed USB4 and Thunderbolt cables always include an e-Marker chip so the port can advertise 20, 40, or 80 Gbps instead of falling back to USB 2.0.
When it matters
It matters when you want one USB-C cable to carry a fast external SSD, a serious dock, or more than a single display, and the port actually says USB4 or Thunderbolt. A cheap USB-C hub is usually a USB 3 hub plus DisplayPort Alt Mode. It has no USB4 router, so it cannot promise 40 Gbps or a fast PCIe enclosure. That is not a broken hub. It was never USB4.
Shopping the cable is the other trap. A 100W charge-only cord can feed the laptop and still starve the high-speed lanes. Match the listing to the job: wattage for charge, Gbps / USB4 / Thunderbolt for data. USB4 hosts still talk to older USB 3 and USB 2 devices. A Thunderbolt 3 or 4 dock usually works on a USB4 port, but a USB4-only enclosure will not turn a plain USB-C port into USB4.
